Structural Engineer

I am looking for a structural engineer to design footings for a welded steel frame that will hold a single row of 9 panels.  I am biased against digging deep holes/ setting posts because the proposed area has my septic leach lines and other piping underneath.  I would like to pour large at grade slabs/ ballasts to hold the panels.  The frame will hold the panels close to the ground ( one foot) and rise to five feet at the rear. I am in Northern CA and my county requires an engineered stamped calculation before issuing the permit.
