With panels fixed to the roof, I need to know an "ideal" angle for year around efficiency. Since it is a new home, I can plan now to get the roof angle as close to ideal as possible. I realize that fixed angle isn't ideal, so thought I'd try to get the best from a stationary panel.

Well, the ideal angle is going to be a little less than latitude. I think the problem you are going to have is that most stock roof systems are designed to certain standard slopes. Varying from those standards can have repercussions.
Varying from the ideal PV tilt by 5 or 10° is probably not going to significantly affect your annual yield. Go to PVWatts and put in a couple of possible angles and see how your annual yield is effected. You might find that going with a standard roof slope will not be as big a problem as you think.
