I have a 4 row 9panels per row installation. Do I need to run the cables for each row to a collector box before going to the midnight charge/controller?

So I'm guessing you have 12 strings of 3 modules each. You would run them into a combiner box like this one: https://www.greentechrenewables.com/product/outback-0 , the Outback 12 string combiner - then into your charge controller.
