Why is my JA panel not listed or recognized by my utility?

What if my utility does not recognize my panels? These are JA panels, and the utility, I suspect, is going off a list much like the CSI EPBB - http://www.csi-epbb.com/default.aspx. JA panels do not appear to be listed there.
