PG&E installed a smartmeter. they suggested that i check my systems inverter to ensure it turned back on
I'm not sure solar panel inverter turned back on after PG&E shut off power there's words like sync ac and state 104 in the monitor but I don't know what that means.

You should have your installer come out and check the system out. The meter swap should not have effected the inverter operation.
Removing and replacing the meter only turns the power off and then back on again.
State 104 is a Fronius error indicating the grid frequency is bad or there is no voltage.Please download and review this Fronius PowerPoint on the issue. Edit: And yes, your installer should have a look at the inverter.
