Is it possible to install a grid tied pv system with a capacity smaller than my actual requirement?

I have a factory with more than 100hp electric motor installed but I have a very limited budget for the PV system, what I'm planning is to install at least 20kw now and another 20kw next time until I complete the full capacity required. Thanks.
