We are a government agency trying to promote PV installations in So. Florida...One of our problems is that the panels must be "tied" to the roof and must be able to withstand winds of 140mph

Dan,Many racking manufacturers can satisfy these requirements. I ran a sample for Unirac, one the the best know manufacturers, and they specified attachments every 4' to accomodate 150mph for a sample site in Miami Beach.
Solar panels, attached in the correct manner, are as strong or stronger than most roofing materials.Image removed.
