I have several clients who want to start with a 3 kw solar PV system and then increase to 5 kw.
My question is:
Can I connect to a SolarEdge 5kW TL 240 / 208 VAC Transformerless Inverter w/ AFCI, DC power 3 kw without affecting the performance of the installation?

Hi Anon,
This is a very common practice, oversizing the inveter for future expansion.
The key, whatever inveter is used, is that you meet the minimum voltage and not exceed the maximum voltage of the inverter.
For reference, the minimum string length in a single phase SolarEdge application is 8 panels. Max string length is 25 panels or 5250 watts. Data sheet linked HERE for the SolarEdge optimizers.
